Wenn eine Hochschule ein Master-Studium in einem bestimmten Fachbereich anbietet, muss diese Hochschule all ihren Bachelor-Studierenden dieses Fachbereichs einen Studienplatz in diesem Master-Studiengang anbieten.

Es darf keine weiteren Zulassungsbeschränkungen zum Master geben, da der Master als Regelabschluss gelten soll. Der Ausstieg mit Bachelor ist optional und bedarf eines Antrags auf Exmatrikulation.

Es soll auch vor dem Bachelor-Erwerb möglich sein, Master-Module abzulegen und diese für den Master anrechnen zu lassen.
